The army wants artificial gills so that soldiers can breathe and move under water with greater manuverability. I think it will be their downfall. Any villain could kick Aqua Man's ass. Why would you want to model a fighting force after him.
The Navy wants to use the same electrical sensing sharks use to track their prey. Now that makes sense. Not many people would even be willing to take on a great white.
